Overview:

The Finance and Operations Manager (FOM) is a regional position, based in Nairobi, Kenya, to lead and oversee finance, HR, operations, and administration at inSupply Health and its subsidiary in Tanzania. S/he will report to the Chief of Party will oversee, strategize and lead all these functional areas for inSupply, developing, strengthening, and evolving them as needed as the organization grows. S/he will also, and support new business development with budgets and cost proposals, as well as developing pricing strategies relevant across a dynamic portfolio of clients. Key responsibilities will include organizational and HR/labor law compliance, risk management, and constant review of operational effectiveness and efficiencies to ensure the organization remains competitive.

All staff at inSupply work across or support a variety of subject matter domain areas and projects; the candidate must have demonstrated experience with supporting a variety of projects and teams effectively and must be comfortable with the unpredictability that is characteristic of organizations in their startup years.

Responsibilities:

General responsibilities include, but are not limited to:

  • Serve as the head of Finance and Operations for inSupply Health Ltd, responsible for developing and maintaining sound financial systems and controls, HR, and operational systems and processes to ensure effectiveness and efficiency in operations and project implementation.
  • Responsible for continuously assessing the financial and operational health and competitiveness of the organization, and providing strategic input and recommendations to the CEO and leadership team as the organization evolves.
  • Serve as the primary liaison with the JSI US office team for project financial, HR, and operational management issues.
  • Ensure compliance with inSupply and JSI procedures and regulations, as well as any donor rules, in the implementation of projects and organizational activities.
  • Lead the development, and execution of objective and key results (OKRs) of the Finance & Operations domain to support the achievement of relevant organizational and strategic KPIs as defined by inSupply.
  • Collaborate with leadership to promote a safe, diverse, inclusive, and equitable work environment.

Specific responsibilities

Regional Finance and contractual management

  • Ensure accounting systems are established and maintained across both Kenya and Tanzania and any other offices in the future in order to provide appropriate controls in accordance with generally accepted accounting principles, working closely with the accountants in Kenya and Tanzania and the Grants specialist.
  • Provide senior management with advice on the financial implications of business activities and provide detailed standard reporting.
  • Manage organizational and contractual cash flow, including overseeing advance requests from donors and reporting cash disbursements and balances, as applicable.
  • Oversee preparation of financial statements ensuring full review and overall accuracy.
  • Oversee preparation of monthly or quarterly invoices, financial reporting, billing reconciliation, and other financial information required to meet contractual, inSupply, and JSI reporting requirements.
  • Interface with subcontractor accounting systems; oversee the management of subcontract-obligated balances and other significant commitments against overall project obligation.
  • Offer capacity building to subcontractors to ensure compliance of donor rules and regulations
  • Manage all aspects of the annual financial audit; address audit findings and recommendations, working with external auditors and internal teams, and JSI as needed.
  • Work with Accountants to manage project chart of accounts, and oversee monthly close process and reporting of financial positions and revenue recognition; manage the closing out of projects including the resolution of asset and liability balances.
  • Maintain banking relationships, manage cash flow, and cash reconciliation.
  • Provide corporate financial analysis and support new project implementation and proposals.
  • Lead the Grants Specialist in implementing compliance and risk management procedures and policies.
  • Proactively collaborate with the CEO, Activity Managers, and program team members to project work plan activity costs, staff time allocation per project, and related office and operational costs
  • Review and approve payments (checks and transfers); including payments for vendors.
  • Oversee procurement process for inSupply.
  • Support the Finance and Operations Manager in the US on contracts and subcontracts management.
  • Provide similar support for other JSI Kenya projects, if and when needed.

Human Resources

  • Directly supervise, assess capacity and skills, and provide needed mentorship coaching, training, and performance management for members of the Finance and Operations team.
  • Lead adherence to the Local Hire Employee Manual as well as the Operations Manual, which outlines all project policies and guidelines in areas such as personnel matters including benefits and responsibilities, project administration, vehicle use, perdiem, insurance, medical, leave, and retirement. Review and update either or both when needed
  • Manage Kenya personnel processes from recruitment to separation
  • Oversee work of HR analyst on the administration of HR records, administration of benefits, maintenance of staff attendance records, etc.
  • Proactively manage resource allocation and develop a creative and competitive approach to recruiting to ensure inSupply attracts and retains high-potential talent across the globe.
  • Lead in implementing and maintaining the learning management system with close collaboration with the HR Analyst
  • Administer competitive fringe benefits and keep inSupply updated with current standards
  • Lead along with CEO on developing comprehensive and current approaches to performance management, talent acquisition, learning and development, engagement, benefits, rewards, and compliance
  • Ensure that we operate in accordance to the labor laws stipulated in each country

Operations

  • Oversee the upkeep of the office and policies and procedures for the management of supplies, daily cleaning, needed repairs, maintenance of organizational inventory, and updating of inventory management records. Report relevant information to the CEO.
  • Assist in identifying and contracting local personnel, from office support staff to professional consultants, when needed.
  • Manage and track staff salaries and fringe benefits and ensure personnel files are complete and up-to-date.
  • Any other duties assigned.

Essential Skills and Qualifications:

  • A Masters's degree in administration, accounting, finance, or related field.
  • Over 10 years of experience in Finance, Operations, Administration, and accounting for international organizations.
  • Experience managing USAID, Gates, or other donor-funded projects
  • Critical thinker with exceptional problem-solving skills, exceptionally motivated, and organized.
  • Expertise in the financial management of program budgets.
  • High level of demonstrated accuracy and key attention to detail.
  • Highly effective oral and written communicator with the ability to adapt to a wide range of communication styles.
  • Certified Human Resource professional highly desirable.
  • Ability to maintain strict confidentiality and show discretion and ability to handle confidential issues.
  • Strong organizational skills, high level of demonstrated accuracy, and close attention to detail.
  • Entrepreneurial mindset, think holistically, confident, and highly motivated to succeed.
  • Ability to manage relationships with key stakeholders.
  • Global experience and exposure to working in the same role or related.
  • Substantial experience with QuickBooks accounting software, Excel, and google workspace.
  • Critical thinker with exceptional problem-solving skills, exceptionally motivated, and organized.
  • Good customer service skills.
  • Good interpersonal skills; ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Ability to assess and manage risks, ethical.
  • Overall supervision of the Grants and Operations Specialist, Accountant and Operations and Administrative Executive.
